We bought the Hakone "Free" Pass at Odawara station and it gives you unlimited rides on the bus, in addition to the boat on Lake Ashi and the cable airway to Owakudani. We took the T line bus from in front of the Mount View hotel back to Odawara station and from there you can take the bullet train to Kyoto. The bus is a small local bus, though, so it makes a lot of stops and there's not much room for big luggage.
