Good central location, panoramic views and I found the staff were decently helpful.
But the poor soundproofing really made my stay worse. I stayed two nights. On the first night I was repeatedly woken up first by noise from next door and later from the hallway. The following night, I was delayed getting to sleep because of noise from the room above mine.

Stayed for a conference, didn't choose the hotel myself. Sadly, there isn't really a choice when it comes to accommodation in Pleven.

Pros:
- excellent location
- adequate room rates
- decent breakfast
- clean(ish) room
- nice view from upper floors

Cons:
- small, sad rooms
- bad smell (of communism)
- everything is cheap
- unpleasant bathroom
- consider bringing your own toiletries
- no hairdryer

Pleven?

Why not - took an opportunity to visit family whilst we were in country.

If you are looking for a central hotel, you can’t be more central. This tower block sits overlooking the park and fountain area of the town/city.

The hotel shouts old eastern bloc style yet its has a modern art makeover! Some funky artwork in this place for sure.

The rooms, we were on the 10th floor, were small but functional. The bed was low and ‘thin’ yet surprisingly comfy or was that due to the amount of vodka consumed?

The bathroom was a functional wet room - almost possible to shower whilst on the toilet and shaving in the sink 😂 the frosted glass door thankfully faced the corridor from the doorway rather than the room itself.

Anyhow, best reminder of old times was the restaurant- I could imagine a meeting local communist workers party meting there.

A great piece of communist art carved wooden ceiling. A huge area - we had a light lunch there and breakfast next morning.

Service was typical Bulgarian affair, ie it’s roulette, you never know when each course will arrive let alone it’s timing with other members of your table - but that’s BG.

The food was ok at lunch - I have to say I enjoyed some for the best kufte ever - deliciously tasty and freshly made.
Breakfast was a solemn event, functional is the best I can offer here.

The price, 3 double rooms for just over 200 lev - so you can’t really grumble. One thing for sure - this is not a disability friendly hotel - many stairs, old style lifts etc.

Oh yes, free parking! The hotel has about 15 spaces so your chances are limited but there is a car park immediately opposite, but beware!

It offers 24hr parking for 15 lev - the catch is they don’t tell you you have to ask for a special card - when you leave after your overnight - circa 16 hrs you are presented with a 30lev bill - just another BG way to exploit people - God love ‘em.

Somewhere central yes, somewhere cheap, yes - would I stay again?
Maybe not - but on the basis of just checking out somewhere else.

The Rostov hotel is at top location in Pleven. But, for what price to stay at this hotel? The Service was at the lowest level I have ever seen. The room was not clean enough for 4-star hotel. Why the towels smell like cigarettes even when they were “deeply cleaned”? The breakfast was disgusting- how can you serve clients breakfast in a bag, which is been using for a garbage bag? Is the breakfast for 4-star hotel a banana, water and “kifla”? If you want to safe 35 EUR, please don’t go and don’t recommend that hotel anymore!!!

Receptionist was very good and friendly. Smiled all the time. The room is nice, overlooking the city, historical location. Fridge and ac included. Very nice lobby. Souvenir soap. The room is well maintained and up to standard. Great for business trips.

I am a regular visitor to Pleven and Hotel Rostov is ideal for my visits. If you are looking for a hotel with all the mod cons then this is not it (stay in a spa hotel near Kaylaka park if you want that). Here is my review after five visits (and I will be staying there two to three times a year in the coming five years). I have stayed in a single room, double room (with my wife) and one of the apartments (on my own and wife my family)

The Staff: As a regular visitor I have got to know the staff pretty well including all of the girls on the desk and the guy (in the jeans and bomber jacket) who helps you park your car outside for 4 Lev per pay. They are just the same as all Bulgarians, lovely when you get to know them but don't expect the "service with a smile" you would get in the UK or US; it is just not the way in Eastern Europe. They will smile at the odd joke (probably being polite as they are not likely to understand my humour). All bar one of the girls on the desk speak English perfectly well.

Rooms: The rooms are fine but basic. Like I said don't expect flat screen 1080p TV's but do you really go to a hotel to stay in the room? They are clean (don't believe the rubbish on the other reviews) and I have never had an issue with cleanliness. In addition I always get a cracking nights sleep at the Rostov due to a combination of a comfy bed and the healthy dose of Zagorka I have probably just consumed.

Breakfast: Don't expect fine dining but if you are one for a simple breakfast of cooked meats, Bulgarian cheese, pancakes and Bulgarian honey then you will be fine. Remember that the jug of milk is not milk, it is drinking yoghurt! You can have fried eggs etc. Just don't expect your typical Hilton, Radisson or Novotel options of smoked salmon, an array of topping for granola or a selection of live yoghurt options that would make a microbiologist proud of his work. Breakfast does the job and the coffee is like rocket fuel!

Location: This is what makes the Rostov ideal. It is bang in the centre of town and very convenient for everything in Pleven. Mall Pleven is next door, you are right next to the town square (and fountains which are lovely when turned on). You can also grab a taxi to the Panoramma (which you will see clearly from your room if you are on the facing side of the hotel). There are some really nice restaurants nearby and some bars just over the street. Bulgarians get out during the day and especially weekends so the the town is lovely when the heat is out and the location mean you are a thirty second walk from the shops and busy town square.

Other things: I love the retro communist lift experience! The lobby is a nice place to sit if you have to wait around for someone. In the evening if you want a quiet place to sit and read then run over the street to the 24hr hole in the wall shop and grab yourself a beer. The hotel are more than happy for you to consume your well earned beverage in the lobby (as their bar will have closed). Although, in the summer, I would nip over to Speedy and enjoy a beer or glass of wine in the evening heat.

Overall: I am a regular visitor to Pleven for short visits and Hotel Rostov does what it says on the tin. It is much nicer than Hotel Balkan which is out of the way. This hotel would have had it's heyday back in communist times and would have been a central aspect of catering toward doing business in a planned economy. Yes it cannot compete with the corporate world of Hilton, Holiday Inn etc. and it is not likely to be a boutique hotel any time soon. I actually like this and it makes a refreshing change from my typical hotel experiences here I can sometimes forget which city/country I am in. I would recommend this hotel to those staying for a short visit in Pleven (for business or for two days to see the sights and surrounding areas). It has a lot of quirky character.

I do have to say that my company gets a significant discount on the published rate so if you are going to be staying here and have some Bulgarian contacts then see if they can book it for you and get a discount.

The Rostov Hotel looks like it's seen better days - it's an old Communist concrete block of a building that dominates the centre of Pleven - it's not pretty. We arrived there about midnight after having to bail out of one of the 'boutique' hotels in town - the hideous Hotel Cascade - one of the worst we've ever attempted to stay in. The night manager at the Rostov was really sweet and charming (other staff were pleasant and very efficient too), and he found us a room straight away. It was on the eleventh floor - great views in the morning! The room was small, and the bathroom basic, but it had been newly renovated, was spotlessly clean, quiet and had a lovely comfortable bed too. The breakfast buffet was excellent - great choice, hot food all freshly cooked. Probably the best we've had in Bulgaria, and we've stayed in many places there over the years. We didn't notice much difference at all in price between the Hotel Rostov and double rooms in hotels nearby, and we'd highly recommend it to budget travellers - we'd be very happy to stay there again.

I was for an three week Business Stay in Rostov Hotel. Bad Service, Dirty Rooms, No-English speaking Service Staff. Very poor breakfast, fat, cold eggs, unfriendly, sleeping waiter, noisy music. The want to Charge me 50 Lei daily, for deposit of my personalty documents ( passport, flight-ticket etc.)!!!! No space in my small Room to put my Laptop in an comfortable position. The only plus point was the very good internet - wireless - lan - connection. My Suggestion: Don't book if you dislike to sleep in an old fashion sovjet-style-high-tower. During my stay the elevator had two times an breakdown between the fifth and fourth stories. Even I pushed the alert-bottom, the management needs more than 30 minutes to release me out of the lift! It was a really nightmare for me! So it's better to use only the stairways to go down- or upstairs. Good (sheep) restaurants and small bars in the neighborhood.

I was there to visit with my boyfriend and we staid for a second time at this hotel. Nice rooms, facilities was ok, room was maintained nearly every day, breakfast was very nice. In heart of the city, great value for the money. Very pleasant stay there! Definatly not our last stay at Rostov, Pleven!

I went in Pleven with my colleagues on a business trip. We used the conference room and the restaurant as we were looking to be in the same place. Overall satisfied. I do not know where the comments for cleanliness come but we did not have any issues with that. Cheers
