Yes and no! We have walked in the evening around this area to go to some really nice local eateries and the only problem is people begging for money which can sometimes feel threatening but in fairness you would more likely be using taxis to move about or your own rental car. It is a lot cheaper than staying in a hotel at the waterfront and with all the money you save you can use that to pay for taxis and food.
In conclusion like any main city you need to be switched on.

I think it is from 5;30 until 8;00 p.m The desk clerk will give you the time for breakfast, afternoon tea and hors d'oeuvres and drinks. The lounge is very small and the drinks are not as good as most Executive lounge. There is no champagne, they serve only two local wines, one red and one white. There are a few spirits, I do not remember which ones.
