The water is still warm enough to swim in September typically, maybe even October... November and December typically ocean water is high 60's low 70's, too cold for me. But not to worry, the pool is heated and the temperature is typically 83 degrees.
As for snorkeling, mostly it would be in the springs around here, that's where the water would be clear -- those springs are chilly, so typically more of a summer activity.
