Stayed here for a night in cabin 10. Right on the beach and has everything you need. There appeared to be a lot of people who come back which is a good sign.

I'm not aware of any dugong tours. I'd advise calling the owners of the caravan park and asking them any questions you may have as the park seems be the only shop/eatery in clairview. You may be lucky and spot one from the beach. I've seen one from the beach north of cairns once.
I just drove in and booked when I arrived. It is a very large park with plenty of both powered and unpowered sites. I really don't think u would have any problems just arriving on the day u wanted to stay and get a site.
