The pool at HRH is for hotel guests. They have Rehab, the pool party for an entrance fee. I would say that all Las Vegas pools require a room key for access but some properties allow you to purchase a lounge chair, or cabana, even if you are not staying there. Check with the individual resort/hotel. Then there are the pool parties for a fee. The Gold Nugget allows you entrance to their "Shark Tank" pool for $35.00.
