How much walking would you want to do? The Nare is old fashioned and expensive but we like it a lot (but have never actually stayed there). Portscatho is an easy cliff-top walk - two or three miles - whilst Veryan is about a three or four mile walk (at most). 'Scatho has at least two goodish pubs and Veryan one (plus an excellent shop).
There is a bus service from Truro to St Mawes that passes within half a mile of the Nare - walk up the road and you should find it at the top (but check!). This is an hourly service in the Summer but look on the Cornish public transport site for winter.
One alternative would be the Carbis Bay Hotel which I can thoroughly recommend (though it is a bit Cornish) and which is easily reached by train - Carbis Bay Station is about a 200m walk - whilst lots of buses run on the main road about 800m up the hill. Buses run from St Ives, two miles away, to Lands End and Penzance etc while it's an easy train ride to Penzance. The whole area has fabulous walks.
Saga holidays have offers on at Carbis Bay for 3 or 4 night stays and the hotel itself has offers.

We used to take My mother in Law for lunch at the Nare on a fairly regular basis. She was wheel chair bound and we had no problem accessing the dining room and lounge areas. As far as the other areas are concerned it would be best to ask.In my experience they are always very helpfull.
