Many of the beaches on Kauai are not swimmable. There are many that are great and have a lifeguard on duty. For the ages of your children, there is a fabulous beach, Lydgate, just down the road from Waipouli. At the resort, you can wade in the water and I've seen families having a great time playing on the beach and in the water - within 10 ft. of shore.
The pool has a beach like - sandy bottom - wading area that slowly transitions into the the larger lazy river. The pool is so nice, you won't miss the beach.
