It's more of a motel than a hotel. It's okay if your just staying 1 night. You would need to rent a car so you could go out and see other places or just to drive to the Mall or supermarket.

There is a restaurant next door but does not open at unreasonable hours.
There is a small grocery store four doors down in the same plaza to buy groceries if necessary. No, utensils you should buy on your own at said grocery store. If you arrive late into the night McDonald's is across the road. You really can't and shouldn't be cooking at the hotel. There are no such utilities available.
You seem to be expecting 5 star hotel services from a very economical option- perhaps this is not the place you want to stay. Also, please note for your sake that this island is tropical and very warm.
