Yes, I'm sure that would be fine. Later in the day you may want to wear long pants just for your own comfort but I'm sure they would still seat you wearing shorts. It isn't a stuffy place.

The patio is located at the edge of a park. When I was there, I did not see any dogs. Wish I could be more helpful.
