Santo Domingo at end of February

We are planning a trip to DR in Feb 2018, and intend to spend the last 2 days in Santo Domingo (Sunday 2/25 and Monday 2/26) and will fly home on Tuesday 2/27(Independence Day) from SDQ. As first timers to DR and Santo Domingo, will we be overwhelmed in the Zona Colonial? Will it be difficult to get around/shop/see the sites & museums? Safety?

Thank you. We were a little concerned it was going to be like Times Square on New Year's Eve meets Bourbon Street during Mardi Gras.
