There's no 4-5 star resorts on Tortola comparable to LDB/PI/Biras. Long Bay is 3 star, kind of basic (like a Best Western) not upscale by any means but a nice sitting beach...Privately owned Hotels/Resorts best on the island are Fort Recovery Resort and Sugar Mill Hotel. Ft. Rec has villas instead of rooms and is more upscale and has resort services. Then Sugar Mill has the best dining on the island with very nice and comfortable rooms. You also have a huge amount of villas for rent on the island.
my recommendation out of the "resorts" on the island would be the fort recovery. We stayed there 2 times and had great experiences on both our trips to Tortola. Villas very nice and spacious, very clean. We did not like long bay and felt it to be a very dry and boring type of experience (we felt it was a lot like staying at a resort on St. Thomas)...We ate one night at the Sugar Mill and liked the ambiance, the food was good for the island.

Any suggestion in the Cane Garden Bay area?
CGB does not have any resorts, rather very cheap and basic hotels and villas that people like for bar hopping and easy access to the beach and restaurants.
Forgot to mention, the most favorites of CGB for the type of accommodations I mentioned above are: Lighthouse Villas, Mongoose Apartments and Myett's.
Sebastian's has a new (last 4-5 years) section called "Villas". They are very nice.... 2 BR / 2BA on the ocean. There is no room service, etc, but the rooms / views are great / marble bath areas, etc .
Sugar Mill is right down the road.... excellent food. They also have a villa for rent.
If you want to stay in Apple Bay, take a look at Chateau Relaxeau Caribe.
Stayed 7 times at Fort Recovery. Visited many of the other resorts. Fort Recovery gets my vote.
