For what it's worth, if you're really set on Casinos Quebec only requires patrons to be 18.
My plan was to go to Niagara Falls for a couple of days for my daughter's 18th birthday. We have never been there, so I am researching where to stay--American or Canadian side? Everyone tells me the Canadian side is much better! When I saw casinos, I wondered if she would be allowed in. I guess not. It looks like there is plenty of other things to do and we are not gamblers anyway!
There is very little on the American side in terms of accommodation close to the falls.
1 Million Percent the Canadian side.
I made the mistake of sightseeing around the American side last year.
There are things to see at the falls in NY state like Cave of the Winds, Lookouts and a park but beyond that rhe area is barren.
What most tourists want to see (the casinos, picturesque views of the falls, ripley's) is on the Canadian side.
There is more to do on the Canadian side than there is on the American side.
For what it’s worth the minimum drinking age in Ontario is 19 as well. ( hence the age for entry to the casino)
Stay in the Canadian side but I do recommend spending a day on the US side. You can easily walk across the Rainbow bridge for 1.50 return. The views from the bridge are great. The Cave of Winds is a fabulous attraction. You will get up close with the falls and can step underneath and get very wet. You can take the boat trip from that side too. Once you get in the water, the trip is the same from either country. The US side has a path you can climb after up the side of the falls. There is a trolley that will take you through out the park too..
My daughter is 19 now. We did a spa treatment at our hotel (Marriott Fallsview and spa). The Hershey store is always a must as is getting a flight of floats at the coke store next door. We had we go passes and ate ion Lundy's Lane atThe Syndicate, a local farm to fork restaurant. She liked Nightmares but went with a bunch of friends. The bowling on Clifton Hill is fun at night and not too pricey. We've also done the Clifton Hill Fun Pass. If you order on line you get two sky wheel rides. So we went in day and at night.

Just to clarify...
Your daughter, if under 19, can not enter Casino Niagara, as there are gaming opportunities throughout the building.
Your daughter, if under 19, CAN enter the Fallsview Casino building and enjoy the non-gambling public areas, but can NOT enter the gaming area. Be sure to check out "Swiss Fudge", in the public area, if you get there !
