from all your posts this is along cruise stops so assuming you are taking the cruise.
a good guide would be a horse drawn carriage called "calleche". We watched them last week, the drivers were talking all the time they were driving. https://flic.kr/p/NCnAZ8
In QC you really do not need a private guide the part of the city you want to visit are compact. From the cruise ship dock make you way to the Basse Ville (Lower town) Place Royal and walk around; you will not be alone. Then find your way to the funicular http://www.funiculaire-quebec.com/en/Accueil.htm which takes you to the Haute Ville (Upper town) where most of the attractions will be nearby. https://goo.gl/maps/uFyGuCUBVFF2

Just make sure to deal with a certified guide ... as it is well known (in Montreal anyway) that caleche drivers may not be very accurate in their comments. Many will say anything as tourists won't know the difference.
My recommendation is from a certified guide by the way.
