I've just been reading the reviews on the Cochrane Polar Bear Habitat and is sounds like something I would really enjoy. We are driving from Toronto to Quebec, which is the best / nearest route to get to Cochrane?

Cochrane is about 700kms north of Toronto, while Quebec City is pretty much north east by around the same distance, and not at all along the way.
Cochrane isn't too far from the PROVINCE of Quebec, but a long way from the Quebec City.
Try the Toronto Zoo or maybe Marineland in Niagara Falls for closer polar bears from Toronto.

As spmm has commented, Cochrane is way off route from Toronto to Quebec.
If you truly wish to visit Cochrane, you will need to change your plans completely.

Yes, I'm afraid it is much further than I thought it would be so I won't be visiting Cochrane on this trip. thanks for info....
