Panda taxi is super cheap, 67600006 . it will be like 10 euros or less. Bus N22 will cost 1.15 EUR. Use google maps for walking directions.
Yes, Eastwood's taxi advice would have been correct but is now outdated. Panda taxi is a far better option. Cost me 7 euro from the centre to the airport last month with them.
Even better than Panda is the smartphone app Taxify. They are less expensive, there is a much shorter wait, and their drivers are of a much higher caliber that Panda. Literally everyone I know has switched from Panda to Taxify, and with good reason.
I tried taxify at Riga airport tonight and was good. Ap is just like Uber (which they dont have there yet). Cost us 8 Euros to get into town, the other taxi would have cost the same. However no english so would have been hard to explain the address.
Some tips. The license plates of taxis, start with TQ.... we didnt know we were looking for a taxi as notified by the ap. Our guy was also waiting in his car upstairs outside at arrivals as they dont have to pay to wait there.
The Airport is now opened to all taxi firms, including Panda. That being said, Taxify is probably the least expensive and in my experience much better than Panda on all levels.
Cheapest would be to take a bus from airport to center and then walk or take one more bus to get into hotel.

Some hotels offer shuttle service, but often
its cheaper to take the taxi.
