The hotels near Disneyland Resort are closed indefinitely as are the Disney Parks due to Covid restrictions.
Only Downtown Disney is open. It has been open for just 7 months and has limited admittance into stores and restaurants with a queue system. Currently no restaurants in Downtown Disney are open due to a statewide order of no indoor nor outdoor dining. A couple are open for take out orders, but no eating or drinking allowed on the premises.
The only hotel parking lot that was open is Anaheim Hotel in order to accommodate those visiting Downtown Disney, but that is not operational now that there are fewer visitors to DTD. (It was open during Christmas season.)
Currently one of the Disneyland Resort parking lots serves as a Covid vaccination center.
There will once again be restrictions on travel from Europe to the USA. That was lifted for just a couple of days by the outdoing president but the incoming president will change that quickly.
Suggest you plan to visit Disneyland Paris if possible. Future trip planning to Disneyland Resort in California can be done, but nothing can really be 100% known right now. The hotels have no staff and websites may not be up to date. However, visiting the hotel's website, as mentioned, may give you an idea if there were any parking fees.Edited: 20 January 2021, 08:58
If you cannot afford the Disney hotels in Orlando you might look at the Marriott Village not too far from Walt Disney World. There are three Marriott hotels there. I was looking at the Courtyard there and saw rates as low as $83 a night. There is a parking fee at Marriott Village of $10 a night. Although these hotels normally run shuttles, they are not operating during the pandemic.Edited: 20 January 2021, 09:06

No Parking at the Castle Inn is free self Parking. Castle Inn... is about a 10 min walk to the Turnstiles that go into either Park. There would be other options in about half that walk.
As said, keep in mind, Disneyland is closed at the moment a well as alot of the area Hotels. No one knows what Hotels may be able to return at this time.
The best thing to do is call and make sure. The websites are often not up to date, and by extension any online travel agency will not be up to date -- I have booked Desert Palms on priceline only to find a security guard turning me away last month. Many of the hotels along Harbor BLVD are still open, but many are not. They are all improvising based on what's going on at any given time. Paid parking frequently now means reduced or waived parking when you show up. Fitness Center may or may not mean fitness center. Also, Breakfast doesn't mean Breakfast anymore - go see for yourself.
We wont usually suggest booking through something like a travel agency or priceline as people have had issues where they show up without a reservation. Usually we would suggest booking yourself so you dont get bumped out of your reservation.
While I agree with contacting the Hotel itself to make sure about Parking, I am aware that the Castle Inn does not charge for Parking and says so on their site as well. So sometimes just looking through the website will give you the details you need.
