Depends on what you are looking for and where you have to take your flight back.
Cali is to learn and dance Salsa - If you don't like Colombian music don't go there. It's great to have Colombian Party and beautiful girl. Otherwise, the city is not really interesting
Bogota is a capital. You have more monuments (Candelaria, Monserrate), good restaurant, day trip and crazy techno party. But the weather is not great.

I was in Bogota on an 8 hour layover in April, and LOVED IT. I was also able to cover a lot of ground in a matter of few hours: La Candelaria, Simon Bolivar Plaza, cafes and bars and Cerro Monserrate. The vibe was young, hip and full of things to do. We live in Cali. When we go to Bogota there are always new places we can visit, within the city or within 90 minutes of the city. Some of them we have been to and some we have not been to. Occasionally, there is one I would like to return to. The Cathedral in the Salt Mine in Zipa is one that I would like to tour again. My wife is willing to do that with me. There are SO many things you can see, in or near Bogota, Early in May, we toured the Gold Museum, which a few years ago was voted one of the 25 best Museums in the world. .
