I am looking for a tour of Japan with a Jewish emphasis, but not necessarily kosher. Can anyone help me out.

Perhaps you already know the site of the Jewish Community of Japan:

I've heard that there was a Jewish Community in Kobe during WW2.

I am not familiar with the history related to this Japanese person, but perhaps you might be interested with the Jewish people that had some relation with him.

You can visit the small museum that honors Sugihara in the little town of Yaotsu. To get there, you can take a train from Nagoya to Akechi Station and then the Yao bus to Yaotsu. See http://www.town.yaotsu.lg.jp/E/index.html

When I visited the Sugihara museum in Yaotsu, a busload of Israeli tourists arrived. Try doing a google search for "Israeli tours of Japan" and you may get some leads.
