I sent you a link via private message with the website of a man I and members of my family have used. He is honest and a safe driver and speaks English. He is very popular in the expat community. He could definitely take you to Valparaiso but the problem is the return 2 days later. He is Santiago based and would have to go back to Valpo to pick you up. But contact him and ask. No harm in asking.
