If you want a big city atmosphere with all the amenities, Mesa. If you want a more relaxed place with plenty of local shopping like groceries, then Green Valley. AFAIK Green Valley has no local transport; Mesa does. For more shopping and more entertainment, Tucson is only 20-30 minutes from GV. It takes that long in the Mesa/Phoenix area to get around to attractions.

Green Valley is more scenic and closer to natural attractions and many of them.

Mesa is located in a huge metropolitan area, so would have much more of everything, including golf, than would Green Valley. GV is about 25 miles south of Tucson and has a population of around 65,000. So you would have to drive into Tucson for serious shopping and entertainment.
