Mossbrae Falls?

Acting on some recommendations from Waterfalls West and from author Ann Marie Brown, I tried to go on the short hike to Mossbrae Falls, which both describe the hike as starting at the Shasta Retreat. But when we got there, we found a sign saying "Private Property--no access to Mossbrae Falls. Vehicles will be towed at owners' expense." Is there another way to get to those falls?

It's interesting you should ask because in the Modesto Bee today May 25, 2015 there was an article about Dunsmuir and Mossbrae Falls was mentioned.

*One of the most beautiful waterfalls in the state resides in Dunsmuir, but you cannot legally access it. The only way is via a path along the railroad tracks, and Civil Code 10.04.010 prohibits people from parking near the tracks and walking parallel to the tracks to get to Mossbrae Falls . . . Access to the falls is currently prohibited as officials find a safer way to reach the falls.*
