Dulles to Washington DC

We are flying INTO Dulles because we close out the trip in Reston with a free shuttle to airport. But we are starting the trip in Washington DC. What is the easiest and most cost effective way to get from Dulles to probably an apartment near the Capitol building (haven't quite decided which apartment yet so can't give an exact address.)

Very accustomed to switching from bus to train/metro and walking several blocks rolling the luggage. Lots of European travel.

The easiest way from Dulles is definitely not the most cost effective, but here are your options.

For cost effective there is a bus that will drop you off at West Falls Church Metro...then you xfer onto there and it will take you where you need to go to in DC - cost savings overall is ~30-40$ less than a taxi. A taxi would get you there much faster and with a lot less hassle.

Tis ashame that Dulles doesn't have direct metro service - though they are working on it.
