We recently stayed two nights at the Ibis Mainz City, and felt that it was good value for money, clean and comfortable. They offer a very good breakfast for €11 per person. The shower room is small, but perfectly adequate and there's only one bath towel apiece, but you can ask for more. There is no tea/coffee or minibar in the rooms, but a bar downstairs offers reasonably priced drinks and snacks.
The location is great, close to the Mainz Romisches Theater S Bahn station. This has excellent connections to Frankfurt and its airport on the S8 line. A short journey (Kurzstrecke) costs €1.70 to Mainz Hauptbahnhof, which is one stop. From there, you have access to the Rhein and Mosel areas.
A five minute walk out of the rear entrance brings you to the heart of the Altstadt with great wine bars, cafés and restaurants. The Dom, with its market place and the Gutenberg Museum are all very close. The old city is rather lovely, and great for a short stopover.
