We found Cochs Pensjonat to be a great boutique-type hotel, located right next to the Palace park in Oslo. Great location, great price, helpful staff. We had a room with a fridge and electric stove top. The staff provided us with cooking pots and utensils. Cooking some of our own meals in the room was a great way to save on money in expensive Norway. Very convenient to public transportation and within walking distance of most major attractions in downtown Oslo. We had a street-side room - and as long as you close the window, you should have no problem with the noise. However, if its hot, that might be a bit of a problem - bring ear plugs! The entrance is not big and it might be tricky to find it at first - its right at the corner and there's a coffee shop right next to the entrance door.
In general tips for Oslo - Use the tram system - buy a single ticket (good for 1 hour) or 24-hour pass (good on all forms of public transport) at the nearby 7/11 (we rode many many times over the course of our stay and not once did anyone request to see our ticket - you could probably get away with riding for free)More
