When we arrived and navigated our way to the checkin counter on an upper floor we booked in and I asked if I paid for an upgrade could I access a room early. (It was 12 noon) We were given a room however when we to it, it was small, dingy and desperately in need of renovation. There were stains on the ceiling, the wall between the bedroom and bathroom was clear glass (with a very dirty blind you could pull down) and the bathroom itself needs a good clean and repaint. I returned to the front desk and explained that I was not happy with the room due to its old and grubby state especially as I had paid for an upgrade. I asked to be moved. The woman I dealt with initially seemed confused about the situation. Once she spoke to her supervisor and he clarified my concerns I waited for 20 minutes but they finally told me to return to my room and they would send a porter up to move us to a new room. Wow, what a revelation. We were moved into a corner room (1701) which had huge windows and a magnificent view out over the city, gardens and Marina Bay. It really made out stay in Singapore enjoyable.
