We - two males - walked up (and down) mid-day and experienced no issues. In fact, we saw more Ecuadorian police, than residents of the neighbourhood on the climb up. In addition, the day prior an officer had confirmed to us that it is safe to walk up. The residents we did see said nothing. There were a few stray dogs on the way up, but they only barked at cars and never at us/pedestrians. Also, you can more or less take a set of stairs all the way up, only having to be the road for short durations as you cross from one set of stairs to another.

This statue appears to watch over the city, visible both day and night. The bus or taxi journey up is somewhat convoluted, with twisting roads climbing the dome shaped mountain to the top. The alternative route by foot would no doubt prove exhausting. You can climb the steps inside the base of the sculpture to the viewing platform, but the views would differ little from the views at the base which extend our over the city. Many local stalls set up shop on the road around the statue to entice visitors. No visit to Quito would be complete without a visit to El Panecillo.

We followed the stairs up from Old Town and had great views of the city.
Definitely an interesting statue- The Virgin Mary waving with one hand, and using her other hand to hold on to a chained dragon that is pinned under her foot.

Although the walk has become safe, stick to daylight hours. We knew of a girl who got mugged after dark, the day we had climbed.
When we climbed there was a steady stream of walkers.

See the city vista spread out before you with the surrounding Mountainside. Magnificent sight. Statue of the Virgin is secondary. You can climb up the base of the Statue of for a slightly higher vantage point.

You have the best view of the historical center from here. The monument of the virgin is interesting and you can visit inside the virgin as well.
