I recently stayed 5 nights with my wife. I don't speak Japanese well, but was able to communicate with the staff just fine. The rooms are small, but very clean, modern, comfortable, smell good. Many Japanese hotels smell like smoke, even in non-smoking rooms. The entire staff at Premiere Inn was courteous and on par with the best in Japanese customer service. The beds were comfortable. A tiny refrigerator was enough for drinks and snacks. The TV was good with about 10 channels. Shower was great. View from the window was good, and you could open the window to get fresh air in the room.
Location was very convenient for Matsuyama. I'm not sure why anybody would complain about the location. It's right by a tram station (literally on the same block), and you can get anywhere in the city quickly. It's only a 5 minute walk to the entrance of Okaido the best covered shopping street in Matsuyama. There are 5 convience stores in the 2 blocks near the hotel. There are 2 Cirlce K's within 25 meters of each other, which was funny.
Downside was no wi-fi or internet connection in the room. They only had one public use computer in the lobby, but it was fast and kept in good condition.
