The Good: The price to come from Canada was comparable or maybe even better than to the Dominican Republic or Jamaica. It is huge ... 852 units, a dozen bars, nine restaurants, a disco, activities on the beach. The drinks flowed, Coco Locos and Farallons were addictive. There were three buffets for lunch and breakfast (although one was inexplicably closed for two days). The breakfast and lunches were quite good, lots of squid. Two buffets for dinner, which I had 3 times were good ... lots of salads and the food choices changed daily ... lots of chicken and fish dishes, plus pasta. If you love seafood like squid, fish and shrimp, they were available lunch and dinner. The El Canal restaurant (went there three times) had excellent seafood, had the Shrimp/Octopus/Squid/Fish/Mussels/Crab platter twice it was so good. Went there three times, another a la carte once with Panamanian cuisine, it was also quite good. The rooms were spacious, not modern by any means, but more than adequate, my bed was comfortable, the A/C worked and is controlled by the guest which is good.
Oh, the nightly entertainment and dance shows are stellar, great costumes and the 8 or 10 male and female dancers are outstanding, skilled and enthusiastic.
The Bad: 1) The safe is not part of the all-inclusive, have to pay extra. Never used it, kept my valuables with me. 2) It is very difficult and time consuming to book a la carte restaurants ... time consuming lines, only certain times one can even get in line to book, then you have to phone one of the lobbies, and they don't always pick up. It should be done online, except ...
The Ugly: 1) Wi-Fi in your room is extra and it sucks. 2) Wi-Fi is available in the lobby, but it is atrocious, an abomination. Couldn't load GMail half the time, was only able to send one email all week, wouldn't even upload pictures to Facebook. If more than a few people are on it, it just stops. The worst I've even seen, dialup was better.

Room tip: All rooms face the Pacific ... cheaper up on the hill. Prefer the 2nd/3rd floors, balcony is not on main level where people walk.

We arrived at Scarlett Martinez (RIH) in the early afternoon. Air Transat had arranged the checkin' at the airport as the airport only service small private and local flights besides Air Transat and Sunwing! A 10 minute bus ride to the resort from the airport and we stepped off the bus, a drink was offered to us just after a few steps and several resort bell boys were there to either wisk you off in a minivan or in our case the short walk to the building our rooms were in (19).

The rooms we were in were clean, bedding and pillows were clean. There was ample closet space and dresser drawers if you are the type to unpack. The furniture was a bit dated but in good condition. There is a mini fridge but they do not provide a couple of pops and a couple of beers like in Mexico and Cuba as well as other Caribbean resorts. There is no coffee machine in the room either. The bathroom in my room only had a shower but was sizable, large enough for several people to be in all at once. A oval toilet like in North America, not the long narrow ones you find at other resorts. The washroom is a good size, sizable counter and good sized sink. There was a hair dryer in each room (group of three rooms) There was a balcony for each room which is of a good size, nice place to sit and have a coffee.

The people of the resort were very friendly, very helpful and enough of them spoke good English (but come on people, you keep going south in the winter, learn some Spanish huh!?) I had dealings with security, and administration while I was at the resort, they are professional and truly interested in helping you! I lost my wallet, security is constantly sweeping the resort, and one of them happened to find it, it was turned in well before I realized I had lost it! I lost my room keep, I was given a spare to get into my room to see if I locked it in my room, (WHICH it is EASY to do, doors are always locked, if you close it or the wind closes your door and the key is inside, you are out of luck!) I eventually found my key. By the way, if you do lose the key, the going rate is $80 USD to get a new one, they change the whole lock set.

The buffet food is good, they do know what spices are, but they tend not to have salt and pepper on the tables ... still have not figured out why in the Caribbean they don't have S & P on each table. The variety at the buffet is not as much as other resorts, I would suggest that they put different items on each side of the buffet table, at this time the same thing is on each side of the buffet table. They have made to order eggs and omelettes and bacon at the back of the buffet like other resorts and breads and EVEN soup in the morning. Lots of fruit but the variety doesn't vary much. Still there is something for everyone! The evening buffet is the same but dinner stuff. The menu at the buffet changes somewhat day to day.

The la Carte restaurants were all very good, I had fish 3 nights, all different but very good, Chicken was excellent at them as well as was any seafood. So in closing, all the food was good!

Towels, like at other resorts you need to exchange a token card to get a towel, we found it a little hard to find our beach towels the first day but each of the main pools down by the beach each had a towel hut closest to the beach side. Lots of lounges around on the beach and the pools. Warning ... SUNSCREEN, as you are fairly close to the equator, the sun is high in the sky and intense! USE Sunscreen. We saw some pretty pitiful rock lobsters! Not a good way to start a week.

All inclusive so drinks are free. We did not observe many wahoo's tryin' to get their weeks worth of booze in a day, the resort is mature and family orientated, not to say there weren't a lot of singles, with over 800 rooms in the resort, there was a whole variety of people there! Mostly Spanish from South America, as well Canadians, and some French. So a nice mixture of cultures and we never had any issues. The resort felt safe at whatever time we were walking around it.

The beach is nice but due to the location of the resort, when the tide is coming or going, there is usually a decent undertow so there is times it would be wise to stay out (Red Flags). There are Stingray and Jellyfish but there were no warning while we were at the resort (White Flags) Sand is nice and fine to coarse but no rocks that we encountered. If you are standing and looking out to Farallon Island, the sun rises to your left over the ocean just between the Island and the point to the left of the beach. Use that to teach your kids a geography lesson!

What else?? There are Seadoo rentals, I think sailboats, you can para-sail, and some other things. The beach is definitely not snorkeling territory.

There are three lobbies across the resort, please check them all out, especially the third lobby with the big tree in the middle of it. Apparently there is a tour I think each day through the resort, tells of the history of the place. At one point I believe it was one of Manuel Antonio Noriega Moreno bases where he lived while he was the "defacto ruler" of Panama in the 70's and 80's

In lobby 1 and I think in the other two lobbies, the tour company that services the resort has their desks. We did the City and Sloth tour one day and the Rainforest and Panama Canal boat trip to see monkey's and Crocs. We did see monkeys and crocs, worth the trip and the bonus of boating on the Panama Canal.

In conclusion, visit this resort in the winter end of January right up into March and you will have great weather, and will thoroughly enjoy your stay! We had a overall total positive experience at this resort, the consensuses with our group that this resort is a do over for sure! We lucked out with the Superbowl on the beach big screen! They set up a bar for the beach for the game!

Resort in good shape, rooms were in good shape, buffets were good, el a cartes were great, staff were fantastic. We met many multi stayers, some staying weeks or months at the resort!! Golf close by, Panama City an hour and a half away. BUT there is lots of walking and stairs or incline ramps to negotiate to get to and from the beach!

Recommendations to the resort

Complimentary pop and beer in the rooms each day just like the water
Coffee machine in the room but not a deal breaker as most bars have capo makers
Towel exchange locations noted somewhere on arrival documentation

Stay here, you will want to go back!

Room tip: Room near a lobby will be good if you have children or other needs

We stayed at Decameron Panama from Jan 30 - Feb 6/2020. We loved it all. No complaints. The resort is very clean and the staff are very friendly and always smiling. The al a carts are very good. We enjoyed all our meals. We had the Plus option and recommend it. The beach is nice. The resort is very big and on a hill so be prepared for the stairs. We enjoy the exercise but some may have concerns if they have mobility issues.
We got to watch the Super Bowl on the big screen on the beach. Lots of fun.
One recommendation (not a complaint) is that they update/change the music in the restaurants more often. We heard the same music all week. It was good but too repetitive. No biggy - just a thought.
Overall we were very pleased. We’ve stayed at many All Inclusive Resorts over the years and appreciate all the little differences.

We stayed for 7 days from Jan 27- feb 2nd, we were a group of 8 and all in our early 40s.
The negatives: This resort is geared to people looking for a quiet, laid back vacation. Lots of slow depressing music playing everywhere and nothing in terms of entertainment...no foam party, no beach party, stuff like that. And if there was stuff going on they don’t advertise it or post it anywhere. The resort is huge, it’s on a hill and there’s tons of stairs or very steep hills to climb, this isn’t necessarily a negative but definitely something to be mindful of. Majority of the staff speak no English and make no effort to make you feel welcome (I’ve never experienced this before at a resort, all the places I’ve been the staff go above and beyond to make your vacation great). Johnathan at lobby bar 3 was amazing, as well as Kelvin at the VIP pool, give these guys a raise because they do make an effort to remember your name and connect with you. The positives : very close to the airport, The resort itself is clean and grounds are very well kept, pools are lovely (especially the VIP infinity pool), rooms very clean, beds are comfy, food was really good, we all got the VIP package and I felt it was totally worth it. I would not go back as this resort is dull and boring and staff and security are very uptight and present an unwelcoming vibe. For smokers: this resort is no smoking With no designated smoking areas.

I rated it a 3 for these reasons
1- When we got to the resort and we were given keys to our room we had to wait in our rooms for our luggage to arrive, or it would have been left outside. 1 hr wait.
2- We requested a King bed and I also wrote to the hotel requesting King, we got 2 double beds. We did get ground floor near an adult pool, which was fine.
3- In our room there were 4 hangers to hang our clothes, 1 water glass and a bottle of water. We requested another glass, 4 more hangers and some soft drinks for the refrigerator and we were told ok, however they do not provide for a basic room soft drinks - you have to get those at the bar by the glass unless you are VIP or upgrade which is $40 per person per day USD. We never got the extra hangers or glass requested
4-There were approx. 77 stairs to go down to the other pools or beach, or you could walk down a very steep hill. we did that for 2 days and our calves were very sore. We found out that there was a shuttle so we used that for the rest of the stay. You must be very patient to wait for the shuttle though as it could take up to 45 minutes.
4-The people do not speak English except at the lobby and I am unsure what they understand

On a good note: the pools, beach area and dining rooms were very clean. there is only 3 small gift stores at the resort at each lobby. ( there are 3 Lobby's) It's a very big property

The flight is only a 5hr flight approx and not 6 as indicated. On the Transat flight there were no TV's or radios to plug into, so if you do not bring your cell phone or tablet there is nothing to do for the time you are on the flight - we should have been advised
