Things to Note:
1. This is a simple bar and grill style restaurant. It's not gourmet cuisine, it's just simple tasty food.
2. There are cats. For me and my husband, this was a delightful bonus. The cats are sweet and well behaved; they don't jump up or pester, they just hang out and come up for pets or scraps. If you don't like cats, this might not be the place for you. (Frankly, Israel might not be an ideal country to visit; the cats are everywhere).
Those notes aside, I loved this restaurant. It was clean, service was prompt and friendly (but not aggressive or overbearing like in a lot of US restaurants), and the food was good. I had the lamb chops one day and sweet chili wings the next; my husband had the steak and the burger. The meat was more seasoned than in other places, but very tasty. Prices were in line with the area, which as a major tourist resort town is a bit over-priced. No worse than any other place though.
There's an inside and an outside portion to the restaurant. Inside are fewer cats, but a worse view of the sea. Outside they provide you with shade in summer and blankets in winter. Not sure about the complaints on people smoking, no smokers either time I went there.
