We really enjoyed the hike through Nags Head Woods on the Roanoke Trail. Two of the trails are Dog friendly, including the one we did. The entrance is off the beaten path and just a short walk from the parking lot. It starts out going through the woods and ends at the sound. Very pleasant. We went in early April and bugs were not a problem. The path included a low bridge over marshy area connected to the sound which was very scenic. Other trails looked appealing but were closed to dogs so we did not try them this time.
