This restaurant really stars in the world of seafood. I always choose it when coming to Baltimore because of the high quality of its cuisine and range of choices. Service was also great.

Went to Phillips on an overnight before a cruise from Baltimore.
Started with a nice local draft IPA (sorry can't remember the name).
The requested water with lemon came a few minutes later with no lemon .
Dinners were a crab cake salad, fried seafood platter and crab mac and cheese. The crab cakes were excellent with a good amount of crab meat.
The shrimp and scallops on the platter tasted fresh and were well prepared. The clam strips were overcooked and the fried fish was OK. Despite any shortcomings the whole meal was eaten.
The crab mac and cheese could use more crab, but still very tasty.
Dessert was bread pudding and an order of bacon, blue cheese Brussel's sprouts. The bread pudding was well cooked and plenty of cinnamon.
The Brussel's sprouts were excellent (only thing that could be better a little more sautéed).
Overall the food was very good, but the service was inattentive. We went 30 minutes between dinner and the dessert order.

When in Baltimore, I always try the crab cakes. Since Phillips is a seafood place, I was hoping for something great. Phillips was solid, but not special. A good restaurant if you are trying to feed many different appetites, the menu was varied.

We were advised that because of a "weather advisory" we couldn't eat outside on a sweltering evening. The interior restaurant was so cold that we could easily have turned to blocks of ice. Despite the "weather advisory" we were allowed to eat on the deck overlooking the harbour!
The service was poor. The crabcakes served in paper, the portions of "sides" were miniscule compared with other restaurants that we visited and the meal was overpriced. This is really a "tourist" trap catering for the convention traffic.

A very pleasant lunch on a fall day. We ordered crab cakes and ice tea. The best crab cakes in Baltimore.
