Driving in Panama City is a challenge. Many of the streets have no signs, and those that are signed are small. If you are trying to drive from the airport out to the Pacific beaches, it is very easy to get lost.

The easiest way to get from Tocumen Airport to the beaches is to take Corridor Sur to Avenida Balboa.   It used to be very simple: follow Avenida Balboa until it intersects with Calle 23 Este. Turn right onto Calle 23 Este and follow the big signs to the Pan-American Bridge. Once you cross the bridge, stay on the autopista (toll road). The autopista runs into CA1, the Pan-American Highway.

But, there is major road construction going on along Avenida Balboa. So instead of turning right on calle 23, continue straight from Avenida Balboa into 17th este until it intersects with Calle H and turn right there. After to blocks you'll hit Ave. de los Martires. Turn left there and you're on your way to the Bridge of the Americas.  Two observations: getting into 17 este it's a little tight.   This street goes up slightly at the end where you turn right onto Calle H.  Getting onto Av. de los Martires requires some patience or nerve as the traffic can be heavy sometimes.  And finally, check Google Maps!

Going back into Panama City, and Tocumen Airport, is MUCH easier. To begin with, the signs are much better, and the autopista doesn't really give you any other good options for turn-offs.

As far as maps go, DO NOT depend on the ones the car rental agencies hand out. - They do not list all of the roads! The best map of Panama that is the one published by National Geographic. The problem with it is that it shows the streets of Panama City, but the inset is quite small and not easy to read. If you need a city map (you do), go to Google Maps and they have one that is absolutely the best as far as being able to navigate within Panama City.
